You just don't see many universities with the rings in the stadium and full control of the throwing venue.

The modern discus is inside the stadium and very controlled.

So, you could lose at a small meet with a throw that would win most Utah state championships. San Mateo county, when I was young, would have 160 throwers at almost every HS. So, you get a good thrower but they never get pushed. I was told by Robert G that there is still great throwers in HS, but there is nothing behind them. One famously told a group of young kids: "I used steriods, they helped me, never hurt me, but I was told not to talk about them, so I won't."
